New to web programming and want a site to sell “ebooks” and take small percentage any input?

Let’s say I wanted to create a web site to sell “ebooks” (not really, but for the sake of this question). I want to let people upload these “ebooks” to my site and propose a price for the product. If someone browsing the site wants it, they can purchase it and download it from my site for the proposed cost. I would take a commission from it, but most of the profits would go to the provider of the “ebook”. I would like to have a program that allows people to view a sample of the “ebook” as well.
My question is: what programming languages would I need to learn, and what software would I need? I already have Adobe Dreamweaver CS3, can I make my site with that? also, would I be able to go with a domain provider like godaddy or would I have to go through a special domain provider because of the payment methods. I would really like to pay and receive payment through paypal? How long do you think a site like this would take to set up for someone who is new to web programming?
PS I am familiar with some programming languages like C++ and Matlab (useless for this topic), but no web-based languages.
Any input is appreciated and thanks in advance!
i feel like I should add this… I am very much a “DIY” person so you will be wasting your time when suggesting that I get someone else to do this. There is a lesson to be learned in everything you do for yourself. Besides, I’m sure knowing a few more programming languages when it’s “complete” won’t hurt.
