I like the GIMP. It is free, easy to master and works very much like photoshop, and runs on every major OS - Windows, Mac, Linux, FreeBSD, Unix etc. Plus you can always save into any other format you wish. Great to learn on if you are serious about graphics because the skills you learn will very easily transfer to the big commercial packages.</description>
