I once found a website that had free eBooks that anyone can read and not download them.

Probably not the same site you’re looking for, but it serves the same function. The only difference is that the library is going to be much larger than whatever site you were at before:

Scribd.com and esnips.com

You can even upload your own files. Preview and download, both options available.
