What is a good program to write books for Lulu.com with?

Hi! I’m B.L. Williams, an Author for Lulu.com, I have been using Open Office to submit my books to be turned into E-books and hard covers, but so far they won’t let me publish Open Office even though that is the only one with a proper layout! So can anyone tell me where I can find a better program that can be published to Lulu but also satisfy my needs in the layout criteria, because I refuse to go to note pad.
Copy and paste it to Word perfect.

Open Office should work. Just save the document into Word (.doc) format or a format compatible with Word.
If you still have issues, you’ll have to spend the money in software like Microsoft’s Word or Corel’s WordPerfect. If you are on Lulu’s payroll, as it can be implied from your own question, maybe you can get them to provide you the necessary software so that you don’t need to make the out of pocket expense.
