Does selling an e-book online bought by U.S customers mean i need to register it at the library of congress?

I am a UK citizen, selling an ebook over UK webspace. But it says at http://www.copyright.gov/circs/circ07d.html that anything being imported into the US (ie publications) needs to be registered with the Library of Congress or face a fine. Millions of web owners could be affected by this.

    If you distribute your work in the United States, you are subject to the deposit requirements of the United States. These requirements apply to a work that is first published in a foreign country as soon as that work is distributed in the United States through the distribution of copies that are either imported or are part of an American edition. The deposit requirement is one copy.
